EU members States cannot continue playing the issue of national sovereignty according to their convenience. Being members of the EU also imply accountability and responsibility towards their partners. I don't want to go into a long and complicated legal analysis of the treaties, but just to reaffirm that this notion of collective responsibility shall be part of our common understanding of being together.
As far as the implementation of the "budget commissioner" is concerned, I might be going against the prevailing opinion but I do think that the German proposal could be a good starting base (see also Berlin, Athens in sovereignty row over Greek rescue ).
